The committee shall be responsible for matters of general conditions of service of council employees, public health and welfare, development planning and control, education and social amenities throughout the Council areas. It shall operate in terms of the delegated and Referred Terms of Reference outlined below.

- To ensure adequate provision of transport
- To provide grants to charities, sports etc
- Promotion of public sanitary services(Health)
- Provision of maternity and child welfare services
- Promotion and provision of family planning services
- Establish the need for provision of education facilities
- Preparation for estimates for community services department
- Entertainment and leisure
- Provision of library services
- Provision of crèches , youth centres and charitable institutions
- Establish the need to have open spaces for the provision of recreational services
- Identification of the needs of the district
- To control diseases
- Provide fire and ambulance services
- Provide entertainment to the public.
